Not sure if this is a bug or technical issue

I'm a returning player, and have run into a snag. The quest that sends me to the Wasteland will not trigger. I've checked all the guides online, and they pretty much all say you need base level 100. My character is base 102, but never did the boost potion.
I've done all the Wasteland quests I could, as well as check the Prontera area for the npc or quest trigger.
At this point, I have to assume I broke something, or this is a bug. Any help would be greatly appreciated.
