Enchant Fusion: enchantment and Refinement were no transferred

I bought +15 General’s Manteau with arcane 3 enchantment and when I performed enchant fusion for cloud undershirt, the refinement and enchantment were not transferred.

Undershirt is the main gear to be fused.
General's Manteau is only one of the materials for the fusion.

Undershirt should've been the one with the enchant and refine, NOT the General's Manteau for the Enchant and Refine to be *transferred*
