Flowing Shadow Heart skill bug?

Hi, so to test this out we did two scenarios in PVP

Me, attacker:
Crit: 220
Hit: 328

Pookhie, defender:
Crit res: 38
Flee, first instance: 600
Flee, second instance: 400

Flowing blade hits perfectly so Flowing Shadow Heart should as well since it's also a crit but it looks like it's dependent on Flee?

I keep missing Flowing Shadow Heart on the first instance but when we lower flee to 400 in the second instance, I can now hit with flowing shadow heart.

@Devs please fix this, flowing shadow heart should rely on crit not hit. Thanks!
