Help - housing system - cannot unlock the quest

I am HighWizzard lvl 79 and I am trying to unlock the housing system. However, I cannot find neither Pink Flower nor Ferrut NPC where they should be. I took a photo from where I think the NPCs should be, near Geppetto's NPC at Prontera. I don't know if I missed something (like a preliminar quest) or what... I also suppose the lvl should be 70 or more... so, I am complety lost. Can anyone give me some hint?
